A healthcare staffing operator isn't filling one shift at a time. Coverage has to hold across a fixed set of facilities simultaneously, and a worker can't be placed at any of them if their credentials, training or compliance documents have lapsed. Tracking that by hand, across sites, is where coverage quietly breaks.
A facility can refuse to accept a worker whose credential has lapsed, no matter how solid the headcount looks on paper. That makes credential currency the real coverage constraint, not the roster count.
Coverage and compliance are the same problem seen from two sides: a worker isn't really available unless their record is current too.

Sexual Harassment Training
Training passed, then scheduling opens.
A worker who has registered and signed every document is still not eligible for a shift. The training course, including the Sexual Harassment Training that lives in the document repository, has to be passed first. That's a hard gate in the workflow, not a policy someone at a facility has to remember to enforce.

A staffing operation that has to hold fixed coverage across facilities needs leave requests handled predictably, not chased down by phone. Pending, Approved, Rejected and Total counts sit on one dashboard, and a worker applies for leave through a dedicated request flow that shows a Leave Type, a live balance summary and an optional note before it's submitted.
Leave requests follow the same one-click approve, typed-reason reject pattern used across Hirebase's approval queues: fast when the request is fine, on record when it isn't.
Balance is shown in hours on the request itself, Available, Remaining and Pending, against the days a request spans, so a scheduler can see exactly what a request would leave open.
A rejected request carries a typed reason, not a silent no, so a worker knows why a request didn't clear before their next shift.
The same request and its status, including a rejection reason when there is one, is visible on the worker's own mobile app. Self-service, not a call to the office.
